PUBLIC NOTICE

THE IOWA DEPARTMENT OF TRANSPORTATION IS REQUESTING PUBLIC COMMENTS REGARDING THE PROPOSED 5TH AVENUE BRIDGE REPLACEMENT PROJECT IMPACTING COX LAKE PARK IN SPRINGVILLE, LINN COUNTY, IOWA.

 

The City of Springville, in coordination with the Iowa Department of Transportation, is proposing to replace the existing 5th Avenue Bridge over the Little East Big Creek branch of East Big Creek. The project will include bridge replacement, drainage improvements, and reconstruction of the roadway approaches for a total project length of approximately 475 feet.

 

The existing bridge, a 28-foot-long steel stringer multibeam girder bridge, is in poor condition and will be replaced with a new 50-foot-long by 29-foot-wide single-span concrete slab bridge that includes a sidewalk along the south side for a future sidewalk connection. Approximately 350 feet of the existing roadway approaches will also be reconstructed. During construction, traffic will be maintained on a temporary one-lane detour bridge.

 

Temporary construction activities associated with the bridge replacement and use of the detour bridge will result in minor, short-term impacts to Cox Lake Park, which lies adjacent to the project area. The project will have 0.121 acres of temporary impacts to construct temporary stream crossing and 0.047 of permanent impacts for roadway reconstruction. Access to the park will be maintained throughout the project and closures of existing pathways within the park are not anticipated These impacts have been determined to be de minimis under Section 4(f) of the U.S. Department of Transportation Act of 1966. Section 4(f) protects publicly owned parks, recreation areas, wildlife and waterfowl refuges, and historic sites from conversion to transportation use unless such impacts are determined to be de minimis—meaning they do not adversely affect the activities, features, or attributes of the protected resource.
