<p><strong>SPRINGVILLE WATER QUALITY REPORT – 2025</strong></p>
<p><strong>Introduction:</strong> In compliance with the Safe Drinking Water Act Amendments, The City of Springville’s water system is providing its customers with the annual water quality report.  This report explains where your water comes from, what it contains, and how it compares to standards set by regulatory agencies.  <strong>For more information about your drinking water, please contact Todd Wyman, Public Works Director, at 319-854-6428.</strong></p>
<p><strong>Does my drinking water meet EPA standards?</strong>  Yes, our water meets all of EPA’s standards.  We sample for over 80 contaminants that may be in drinking water.  As you will see in the table contained in this report, we found all contaminants always met the EPA guidelines.</p>
<p><strong>What is the source of my water?</strong>  Your water comes from two municipal wells.  One well is 473 feet and the other is 390 feet into an underground source of water called the Silurian Dolomite Formation.  These wells are located at the water tower and at the east end of the football field.  The town owns the land where the wells are located and restricts any activity that could pollute them to ensure the safety of our water.  The State has completed a source water protection evaluation.  The Springville water supply obtains its water from the Silurian aquifer.  The Silurian aquifer was determined to be highly susceptible to contamination because the characteristics of the aquifer and overlying materials allow contaminants to move through the aquifer fairly quickly.  The Springville wells will be most susceptible to activities such as leaking underground storage tanks, pesticide manufacturers, and air release permitted sites.  A detailed evaluation of your source water was completed by the Iowa Department of Natural Resources and is available from the City of Springville at the city clerk’s office at 304 Broadway, 8:00 to noon and 1 to 4:30 p.m., M-F, 319-854-6428.</p>
<p><strong>How can I get involved?</strong>  Our City Council meets on the first and third Mondays of each month at 6:00 p.m. in City Hall at 304 Broadway, Springville.  Please feel free to participate in these meetings.</p>
<p><strong>Is our water system meeting other rules that govern our operations?</strong>  In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the number of certain contaminants in water provided by public water systems.  FDA regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.  The State and EPA require us to test our water on a regular basis to ensure its safety.</p>
<p><strong>Do I need to take special precautions?</strong>  Some people may be more vulnerable to contaminants in drinking water than the general population.  Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections.  These people should seek advice about drinking water from their health care providers.  EPA/CDC guidelines on appropriate means to lessen the risk of infection by <em>Crptosporidium</em> and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791). </p>
<p><strong>Why are there contaminants in my water?</strong>  Drinking water, including bottled water, may be reasonably expected to contain at least small amounts of some contaminants.  The presence of contaminants does not necessarily indicate that water poses a health risk.  More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-4791).</p>
<p>If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children.  Lead in drinking water is primarily from materials and components associated with service lines and home plumbing.  The City of Springville is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components.  When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested.</p>
<p>Information on lead in drinking water, testing methods and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at <a href="http://www.epa.gov/safewater/lead" rel="nofollow" target="_blank">http://www.epa.gov/safewater/lead</a>.</p>
<p>The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells.  As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.</p>
<p>Contaminants that may be present in source water include:</p>
<ul><li>Microbial contaminants, such as viruses and bacteria, may come from sewage treatment plants, septic systems, agriculture livestock operations and wildlife.</li>
<li>Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming.</li>
<li>Pesticides and herbicides, which may come from a variety of sources such as agriculture, stormwater runoff, and residential uses.</li>
<li>Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.</li>
<li>Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.</li></ul>

<p><strong>Other Information:</strong> Our water system is currently working with the community to increase awareness of proper waste disposal practices, to further protect the source of our drinking water.  We are also working with other agencies and local watershed groups to educate the community on ways to keep the water safe.</p>
<p><strong>Water Quality Data Table: The</strong> water quality data table on the next page lists all the contaminants that were detected during monitoring for the 2024 calendar year.  The presence of these contaminants in the water does not necessarily indicate that the water poses a health risk. Most of the data presented in this table is from testing done between January 2012 to December 31, 2025.  The State requires us to monitor contaminants less than once per year because the concentration of these contaminants is not expected to vary significantly from year to year. Definitions of the terms used in the table and explanations of the abbreviations are as follows:</p>
<p><strong>Definitions:</strong></p>
<ul><li><p><strong>MRDLG:</strong> The level of a drinking water disinfectant below which there is no known or expected risk to health.  MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.</p></li>
<li><p><strong>MCLG:</strong> Maximum Contaminant Level Goal, or the level of a contaminant in drinking water below which there is no known or expected risk to health.  MCLGs allow for a margin of safety.</p></li>
<li><p><strong>MRDL:</strong> The highest level of disinfectant allowed in drinking water.  There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.</p>
<ul><li>MRDLs are set for chloramines, chlorine, and chlorine dioxide.</li></ul></li>
<li><p><strong>MCL:</strong> Maximum Contaminant Level, or the highest level of a contaminant that is allowed in drinking water.  MCLs are set as close to the MCLGs as feasible using the best available treatment technology.</p></li>
<li><p><strong>AL:</strong> Action Level, or the concentration of a contaminant which, when exceeded, triggers treatment or other requirements which a water system must follow.</p></li></ul>

<p><strong>NOTICE OF INTENT TO FILL CITY COUNCIL VACANCY BY APPOINTMENT</strong></p>
<p>Notice is hereby given that the City Council of the City of Springville, Linn County, Iowa, intends to fill the vacancy of the At-large City Council office created by resignation of Makenna Hollandsworth.  This appointment will take place on July 7, 2025, at the regular City Council meeting that begins at 6:00 p.m.</p>
<p>Eligible electors wishing to be appointed to fill the vacancy must contact the Springville City Clerk’s office and complete an application to be supplied by the Clerk.  The form must be completed, submitted and received by the City Clerk’s office no later than Wednesday, July 2, 2025, at 4:00 p.m.</p>
<p>The electors of Springville have the right to file a petition requiring the vacancy to be filled by special election.  Such a petition must include the names, signatures and residing addresses of a minimum of 96 eligible electors and must also include the date of signature for each elector.  This petition must be filed with the City Clerk within fourteen days after publication of this notice or within fourteen days after the appointment is made, whichever is later.  If such petition is filed as prescribed by Iowa law, the City Council appointment shall be temporary until the results of the special election are canvassed.  If no such petition is filed, the City Council appointment shall be for the period until the next pending election as defined in Section 69.12 of the Code of Iowa.</p>
<p>This notice is given as required by Section 372.13(2)(a) of the Iowa Code.</p>

<p>In 1995, inspired by her father’s inability to read or write, Dolly Parton launches the Imagination Library to foster an early love of reading and learning in her hometown of Sevier Co., TN. Since then, it has become the highest quality, most impactful, instantly recognized book gifting resource that policy makers, funders, early childhood organizations and families trust to inspire a love of reading.</p>

<p>A premier, book-gifting program that mails free books to registered children every month from birth through age 5. The Dollywood Foundation covers overhead costs and negotiates wholesale pricing for the books, while the Springville Community School District Foundation fundraise to cover the cost of mailing and decided-upon wholesale book prices.</p>

<p>Enrolled children from birth receive 60 books by the time they graduate from the Imagination Library. Book selections includes braille and bilingual book options. Over 2.5 million free books are gifted each month to children around the world. Over 200 million free books have been gifted since the program’s inception in 1995.</p>

<p>We are so happy to be able to offer this wonderful program that promote the love of books and reading. <p>The City of Springville has adopted Ordinance 1-2026 amending Chapter 57 of the City Code relating to Urban Chickens.  This Ordinance is in effect as of May 7, 2026.</p>
<p>The amendments include:</p>
<ul><li>Establishing a $25 inspection fee when the City investigates and confirms a nuisance complaint involving permitted chickens.</li>
<li>Clarifying that enforcement action may occur if nuisances are not corrected within the required timeframe.</li>
<li>Updating coop setback requirements to require coops be located at least five (5) feet from habitable structures.</li>
<li>Requiring adequate food, water, and shelter for chickens at all times.</li>
<li>Clarifying approved coop flooring materials.</li>
<li>Updating minimum and maximum coop size requirements and clarifying when a coop is considered an accessory structure.</li>
<li>Establishing standards for chicken pens, including minimum space requirements, fencing standards, predator protection, drainage requirements, and manure disposal requirements.</li>
<li>Establishing a one-time permit fee of $50.00.</li></ul>

<p>            The City of Springville has updated its water/sewer ordinances.  The ordinance adjusts the water/sewer rates.  The sections modified are as follows:</p>
<p><a href>92.02    RATES FOR SERVICE.  Water service shall be furnished at the following rates within the City:</a></p>
<p>            1.  Meter Rates.  Service provided through meters shall be charged for in</p>
<p>            accordance to the following:</p>
<p>                        A.  First 2,000 gallons used per month @ $16.22 per month (minimum</p>
<p>                        charge);</p>
<p>                        B.  All usage over 2,000 gallons per month @ $8.11 per $1,000 gallons or</p>
<p>                        part thereof.</p>
<p>                        C.  Flat charge of $3.30 per month for the Debt Service Retirement Fund.</p>
<p>            2.    Bulk Rates.   Water used for commercial purposes from the pump, at the tower,</p>
<p>            or from hydrants or hoses shall be paid for at the rate of $7.25 per 1,000 gallons.</p>
<p>99.11    SERVICE CHARGE.  There shall be and there are hereby established sewer service charges for the use of and for the service supplied by the municipal sanitary sewer utility based upon the amount and rate of water consumed, as follows:</p>

September 7, 2023 as Five Seasons Stand Down Day
Whereas, VALOR, inc., in partnership with the Cedar Rapids Metro Area Veterans Council, the Iowa City VA Medical Center, and the Linn County Continuum of Care will hold Linn County’s 17th annual Stand Down for homeless and near-homeless veterans and non-veterans, and; Whereas, Stand Down is a term used in times of war in which exhausted combat units come off the battlefield to rest and recover in a place of safety, and; Whereas, According to the U.S. Department of Veteran Affairs, the first Stand Down was organized in 1988 by a group of Vietnam Veterans in San Diego, and; Whereas, Today, Stand Down also refers to a community-based program that provides assists homeless and near-homeless veterans transition to community living by providing access to human service agencies, including benefits counseling (Social Security and Veterans), employment and training assistance, eye exams screenings, health care screenings, housing services, legal assistance, mental health treatment and substance abuse counseling, and; Whereas, Stand Downs have been used as an effective tool in reaching out to homeless veterans, nationally reaching more than 200,000 veterans and their family members. <p><strong>PUBLIC NOTICE</strong></p>
<p><strong>THE IOWA DEPARTMENT OF TRANSPORTATION IS REQUESTING PUBLIC COMMENTS REGARDING THE PROPOSED 5TH AVENUE BRIDGE REPLACEMENT PROJECT IMPACTING COX LAKE PARK IN SPRINGVILLE, LINN COUNTY, IOWA.</strong></p>
<p> </p>
<p>The City of Springville, in coordination with the Iowa Department of Transportation, is proposing to replace the existing 5th Avenue Bridge over the Little East Big Creek branch of East Big Creek. The project will include bridge replacement, drainage improvements, and reconstruction of the roadway approaches for a total project length of approximately 475 feet.</p>
<p> </p>
<p>The existing bridge, a 28-foot-long steel stringer multibeam girder bridge, is in poor condition and will be replaced with a new 50-foot-long by 29-foot-wide single-span concrete slab bridge that includes a sidewalk along the south side for a future sidewalk connection. Approximately 350 feet of the existing roadway approaches will also be reconstructed. During construction, traffic will be maintained on a temporary one-lane detour bridge.</p>
<p> </p>
<p>Temporary construction activities associated with the bridge replacement and use of the detour bridge will result in minor, short-term impacts to <strong>Cox Lake Park</strong>, which lies adjacent to the project area. The project will have 0.121 acres of temporary impacts to construct temporary stream crossing and 0.047 of permanent impacts for roadway reconstruction. <strong><em>Access to the park will be maintained throughout the project and closures of existing pathways within the park are not anticipated</em></strong> These impacts have been determined to be <strong><em>de minimis</em></strong> under <strong>Section 4(f)</strong> of the U.S. Department of Transportation Act of 1966. Section 4(f) protects publicly owned parks, recreation areas, wildlife and waterfowl refuges, and historic sites from conversion to transportation use unless such impacts are determined to be <strong><em>de minimis</em></strong>—meaning they do not adversely affect the activities, features, or attributes of the protected resource.</p>
<p> </p>

<p>Please move vehicles in other City owned parking spaces and City parking lots so the Public Works department can clear off snow where they have room. </p>
<p>Only shovel or blow snow onto your own property, <strong>Do not</strong> shovel or blow snow into the street or on neighboring property.  </p>
<p>Per the weather forecast, blowing snow will be an issue and it may be difficult to keep roadways completely cleared off. Crews will do their best to keep roadways passable but will not be able to prevent drifting at all times.</p>

<p>SPECIAL ELECTION - VOTED PPEL LEVY – March 7, 2023 Dear Springville Patrons, My name is Autumn Pino, and I am the current Superintendent of Springville Community School District. I am reaching out today because we have an important vote coming up that will allow us to continue the great work we are doing for our students– and we need your help. On March 7, 2023 the Springville Community School District will be asking voters to extend the Physical Plant and Equipment Levy (PPEL). The current levy which was previously approved for 10 years expires June 30, 2024. The PPEL levy is a levy that can be used for a number of expenditures such as: construction and remodeling of buildings and property; purchasing property, buses, and technology equipment; and energy conservation expenditures. The levy CANNOT be used for staff salaries or supplies - those expenditures must come from a school district’s General Fund. Our district has had the voter approved PPEL for many years and a “yes” vote would simply continue the amount of funds that the district is currently receiving, it would NOT increase the current tax rate our patrons are paying. This levy requires a simple majority vote (50% plus 1) for passage. Property tax rate is limited to the equivalent of $1.34 per $1,000 of net, assessed taxable value for the Voter Approved PPEL levy. Approval of this levy would simply continue the existing PPEL tax and NOT increase the tax rate. Some items currently funded with PPEL are necessary, such as buses, technology, equipment and infrastructure needs. If these items aren’t funded with PPEL, then scarce General Fund dollars have to cover these expenses. Today, General Fund dollars are currently dedicated to instruction -supporting classrooms with teachers, textbooks, heat and lighting, and providing for the library and support staff that students need. Attached you will find additional information regarding PPEL that includes: 1) A description of allowable expenditures of the PPEL Fund, 2) prohibited uses, 3) a summary of Springville CSD’s PPEL expenditures over the last 10 years, and 4) the Fiscal Year 2023 local tax rate comparisons. Our district is committed to providing the highest quality education to the students of our district, and we hope with your help, that we are able to continue to use the Physical Plant and Equipment Levy to support the needs of our students.
